Supplement for Seniors

Entry into force of the new “Supplement for Seniors” from 1 January 2026

The Chamber of Deputies has adopted the law of 18 July 2025, authorising the National Solidarity Fund (Fonds national de solidarité – FNS) to contribute to the cost of services and benefits provided in approved residential care facilities for older persons as well as in approved supervised housing.
The new scheme, entitled “Supplement for Seniors”, will enter into force on 1 January 2026.

Key improvements for beneficiaries

Compared to the previous legislation, the new law introduces several important improvements:

Contribution aligned with pension costs

The FNS contribution may now be granted up to the level of the average pension price, as published annually in the National Register for Services for Older Persons (www.infosenior.lu).
Where the pension price is lower than this average, the FNS contribution will be limited to the amount actually charged.
As a result, the supplement will no longer be a flat-rate amount but will be adjusted annually in line with actual price developments in the sector.

Additional allowance to cover essential needs

To ensure dignified living conditions, an additional monthly allowance of EUR 271.05 (index 968.04) will be added to the FNS contribution. This allowance covers in particular:

  • the provision and regular maintenance of bed linen, towels and washcloths;
  • the labelling and regular washing of personal laundry (excluding dry cleaning);
  • the provision of basic personal hygiene products;
  • the provision of a television set, telephone services and an internet connection, including basic subscriptions.

Improved protection of personal income

Personal income will be disregarded up to an amount of EUR 629.23 (index 968.04) when calculating the benefit, allowing beneficiaries to retain a larger share of their own resources for personal use.

Increased financial participation by the FNS

The revised calculation methods will result in an increased financial contribution by the National Solidarity Fund towards the cost of services and benefits provided under this scheme, thereby strengthening support for older persons with limited financial resources.
