Calculation of the accommodation supplement

The monthly amount of the supplement depends on:

  • the national average price of approved single rooms;
  • the price of the room or accommodation offered to the beneficiary (for a double room, the price is divided by two);
  • a flat-rate increase to cover certain services and products;
  • the personal resources of the beneficiary and their spouse/partner, after deduction of a monthly exempt amount of €629.23 at index 968.04.

If the price of accommodation increases above the average or the applicable price, the organisation must:

  • maintain the price at the average level or lower or
  • allow the beneficiary to move to another room or approved facility.

Determination of personal resources

Personal resources include all net monthly income of the applicant (and, where applicable, their spouse/partner): salaries, pensions, allowances, REVIS income, etc. The following are not taken into account: family allowances, birth allowances, back-to-school allowances, state aid and voluntary assistance.

Taking assets into account

Movable assets (savings, investments, etc.) are part of personal resources and must be used before any assistance from the Fund can be granted.
If they exceed €24,201 at index of 968.04, the application will be refused.
This ceiling is doubled for a couple when both are involved in the application.
Real estate assets (property located in Luxembourg or abroad) are also taken into account.
Their value is calculated in the form of a life annuity according to official scales.

Situation where only one spouse or partner is accommodated

When only one of the spouses or partners is accommodated in an establishment, the spouse or partner remaining at home retains a minimum income:

  • equal to the minimum social wage, if they have an income;
  • or corresponding to the benefits of the REVIS, if they have no income.

In addition, housing expenses (rent or mortgage repayments) can be deducted up to a maximum of €1,936.08 per month, index 968.04.

Taking alimony into account

  • Alimony by parents, adoptive parents or partners is taken into account when calculating the supplement.
  • If it is not paid, the Fund may ask the beneficiary to assert their rights within six months.
  • If the beneficiary does not claim or waives their rights, the Fund may calculate a um for the supplement.
